December 2022

NSW Government releases its Coffs Jetty Revitalisation Refined Masterplan, outlining its proposal to sell land along the Jetty Foreshore strip to developers for the construction of buildings up to 6 storeys.

18 March 2024

NSW Government confirmed that it is planning for the development of up to 450 apartments along the foreshores. By comparison, the Shoreline retirement living development has 185 apartments and townhouses. This raised important questions about the validity of the Masterplan, which didn’t include capacity for this much development.

14 September 2024

In a poll held as part of the Local Government Elections, 69% of Coffs Harbour residents (33,161 people) voted ‘No’ to any multistorey residential development along the foreshores .

9 October 2024

NSW Government officially seized control of planning for the Jetty Foreshore Precinct, removing any formal council or community input into the future use of land along the foreshores until the completed rezoning proposal goes on exhibition.

24 October 2024

The newly elected Coffs Harbour City Council ‘noted’ the results of the poll but reversed the previous council’s position and said they would not oppose the NSW Government’s plan for multistorey development on the foreshores.

Information obtained by Foreshore for All under a Freedom of Information request raised fundamental questions about funding for the community benefits promoted as part of the Foreshores Masterplan. 

It showed that the Government wants the development to pay for itself and hasn’t provided any additional funding to deliver the promised public open space, civil infrastructure, community spaces and parking. 

Despite repeatedly claiming that all funds generated by the proposed residential and tourism development will be returned to the precinct for the community’s benefit, the Government’s own assessment is that the proceeds won’t cover the parklands, infrastructure and community open space depicted in the Masterplan.

Early 2025 (tbc)

The NSW Government has said it will put a ‘Rezoning Proposal’ for the entire precinct (Corambirra Point to Muttonbird Island, west to the railway line and north to Happy Valley) on exhibition in early 2025. In keeping with the Masterplan, it’s expected that this will include the rezoning of Public Recreation land north of Marina Drive, and Special Purpose land along Jordan Esplanade for sale to private developers. The community is expected to have 20 days to make any formal submissions.
